The utilities are set in the drainage swale between the lots. The swale would tend to support concentrated runoff during significant rain events. Photos from 2012 show the erosion beginning to occur, however, this was allowed to worsen. Perhaps the adjacent tree has grown such that it is difficult to maintain a healthy stand of grass, which had been as evident in the earlier photos. Maintenance of the property is the responsibility of the property owner. This is not something the City is responsible for. Unless the utility companies have recently done work to exacerbate the situation, you will need to address the solution as the owner.
