the tide was over 3.0ft. today with a west wind pushing the water into the bay and... the full moon is this weekend . So you're gonna see some water in the streets for 2 or 3 days at highest tide. There is nothing clogged up or wrong , it's just the monthly high tide condition.

INSPECTED THE SYSTEM AND THE LINE IS CLEAR.
