Can a mirror be added across from Graceworks so oncoming traffic can be more easily seen? When cars are parked on the sides of the Graceworks entrance, a person exiting Graceworks essentially has to make a blind turn which has caused several near accidents and recent accident.

Posting mirrors on public right-of-way is not an approved traffic treatment. If a private entity wanted to mount their own mirror (incl. any maint.) on their own property, without impacting the public right-of-way, they may do so.
This issue (of parked cars) was brought to the City's attention. There are exiting rules regarding parking within 2-3 of a driveway.
Note: on-street parked cars are a very common occurrence in a City environment with on-street parking. It is not disimilar for all other private drives on streets with on-street parking. It is the driver, exiting the private drive/driveway's responsibility to exit in a slow, safe manner, and only exit when there is an acceptable gap to perform whatever maneuver the driver is attempting.
That being said, the City did mark an additional no parking area near this driveway (due to higher than avg. driveway volume) to improve the situation.
